I bought a Snilloc's Snowball Swarm Scroll, from Orrick, after getting to chapter 2. Yet for some reason, when i right click to it, my multiclass cleric/mage of chaotic evil alignment cannot opt to scribe it to spellbook; there is not even the button there. Is it an alignment specific spell? Like the priest's Blood Rage spell, which cannot be obtained by lawful characters?
Snilloc's Snowball Swarm may only be learned by a level 2 (caster level) Sorcerer or Wizard that is not excluded from Evocation spells.
Ahh, i was careless. The spellbook was almost full in page 2. I managed to learn it finally, just after drinking a potion of Genius (+4 int). Damn game for not having the raising stat tomes Baldur's Gate 1 did!

While there's no stat rasing tomes, there are stat raising (or altering potions) but to my knowledge they are random drops and hard to find except for maybe the +2 WIS -1 DEX potion.

You can always use the cheats to add them but you don't really need to. Chugging a potion of genius was all you needed to add the last new spells and high level wizards cast enough spells per level anyway

Yes. I hate items that are mixed blessing, or cursed. I also hate console, cheats and hacks. Potion of genius or the other one that gives +2 int +2 dex temporarily are ok.

Yeah, mixed blessing items get punted for gold, the exceptions are the helms which drop charisma or the tower shield that gives resistances and higher AC for a small THAC0 penalty which I think the trade offs are worth it.

Console, I only use to try out items I haven't found or for completing my mages spell books after they've gone through the game. Seriously, I have never found scrolls of know alignment, vocalize, lower resist, trollish fortitude or Abi-Dalzim's horrid wilting in ANY of my playthroughs. I have had a bug where one of my characters got stuck in a wall so I used the cheat to get him out, nothing wrong with that I think :)

Damn. I hate it when I.E. games do not contain as DROPABLE/PICKABLE loot ALL the wizard spell scrolls that their data contains. One of the reasons BG2 was my favorite of those 5 games, is that without cheating, you can complete your spellbook in just one, careful playthrough!
