Anyone knows how to fix this resolution issue? It is in the first menu, before loading the mission. Resolution is so low, various settings do not fit on the screen, and I can't even get to the resolution settings to fix this. Otherwise when the mission loads the game runs just fine, but from there not many graphics options are available. I would need to return to the main menu, but then it swiches back to the small resolution. I uninstalled the game and deleted all the saves and settings files, reinstalled the game clean. The issue persists.

Try to run game directly from igi2.exe this works for me

The resolution for the main menu is always 640x480, the resolution settings only affect the screen in game. You can scroll through those options to get to the rest, so nothing is actually cut off.

A quick solution to this is quite simple. Right click on the game desktop icon, select [Properties] -> [Compatibility]. Under Compatibility Mode select the small tick box. Then select [Windows 7] from the drop-down list. Finally, click on [Apply] on the bottom right corner and start the game. That should run the game with full resolution settings for your laptop/pc.
