I have this game from steam, and I looked onto the DLC folder. It contains 10 DLCs. Note that, this is the game I registered on steam.

Now the real thing. A friend of mine bought the game from GOG with the DLC pack. After the installation he has 12 folder inside the DLC folder. The game lists only 9 DLC in the menu, however the steam version lists 10 in the in-game menu.

Can anyone clear this for me? :)

3 DLCs are activated through ini file for 12 total.
In-game menu doesn't list Credits and Costumes DLCs. It is 12 with them.

Rather they are activated automatically :) They are de-activated through ini file.

Oh I see. Then it got two more DLCs than what I have. It's time for some refund on steam. After that I will happily buy from GOG.com. This game is just too much fun even for a real-time action hero like me. :)

And even works on my old Windows XP machine. My friend has more trouble running on Win7... yet every page says it requires at least Win7 64 bit.

Ok. Thanks for the bunch of help. Everything is clear now. The last thing left is to buy the game itself from here.
I just noticed something. Whenever I turn off a DLC using the ingame menu (HDN1) and then restart the game it does not show me the option to turn it on again for this specific DLC. I'll have to edit the neptune.ini to get this option back. Is this a known issue or is there a fix for this?
It's the same for everyone, I guess.

I don't know, what happened to NISA, cuz i can't find her in the DLC! Is she only playable in the older version of Neptunia mk2? If so, then it makes no sence!
The GOG version with DLC has some outfits that aren't in the Steam version of Neptunia. Specifically one that gives Neptune shorts under her outfit and some alternate color costumes for Compa and IF.
The Steam version of Neptunia Rebirth 1 was recently updated with DLC content from the Japanese exclusive PS4 game Neptunia Rebirth 1 Plus. This includes extra characters, missions, and following characters in dungeons. There does not appear to be any plans to bring the features to the GOG version.

The original PS3 versions of Neptunia did a lot of collaboration content that they didn't want to re-negotiate licenses for so they got replaced.
