I really like to take Hotline Miami 1 and play it at school from a flash drive, something I can't do with Steam. I don't want to buy the game again, so I'd love to know when or if I could get HL2 from GOG connect

Anytime or never. No one knows, but I wouldn't hold my breath. GOG Connect offers are quite rare and used for advertising GOG to Steam users. Hence they seem to come accompanied with other sale offers, so there is a chance some Connect titles will pop up during the next big sale. Next one is supposed to be Autumn Sale, probably sometime in November.
