http://www.microsoft.com/en-us/download/details.aspx?id=13523 If it doesn't work, and you can't wait to play it, you can always install (or "repair", or reinstall, depending on your current system) the other version of VC++ redistributables.

If it's still bugging, the other redistributables you might want to try are the
.Net Framework ones (NB: I do NOT know if Hotline Miami is using it, it's just that it's pretty common in games, for UI stuff mostly if I recall correctly).
=> You'll need to install .NET Framework 3.0, 3.5 and 4.0 (with the right or both x64/x86 versions, and Service Pack if there's any).
I won't post all the links since Google (or the Microsoft Download Center search engine) can do that perfectly, and it shouldn't be needed to run Hotline Miami (as far as I know ).

ps: I am NOT related in any way with the developers (Cactus & Denis Wedin) or the publisher (Devolver Digital), or GOG.com.
=> I just had to deal with recurrent .NET Framework and VC++ issues several times in the last 6 months because of indie developers not correctly using these assets.
ps 2: Installing these redistributable shouldn't bork your computer or your capacity to launch and play other games, but I'm not responsible if you have to reinstall some "custom" redistributables again after installing the Microsoft-official ones I linked.
=> The worst that can happen is having a game lagging or crashing when launching, requiring to re-run the redistributables the developers provided with the game (if you need to do that, these devs are bad people, preventing thousands of other applications and games to run correctly on their users computers).
