ZFR: Hooray! Problem fixed, without having to resort to shoddy translation.

After ages of playing around and extracting HoMM3 data, I finally got it. The solution was to replace the fonts with ones that support Cyrillic characters.

I zipped all the new necessary font files here:

Download the above zip file and then extract all font files in it into the Data folder of your Heroes 3 complete.

Note, this will change the text font of your game. To put it back to original, simply delete those files.

Tested on my DVD copy of HoMM3, but I don't see why it shouldn't work on GOG version too. You have the GOG version, right? Could you test and confirm?
