You say that 3 has better balance - how bad is the balance of 2? Lots of people really seem to like it so I suppose it can't be too bad...
HoMM3 definitely has more content, both in terms of campaigns, standalone maps, and user-made maps. As for balance, Ghosts are the only thing completely broken in HoMM2, but there are plenty of other things that while not broken are still unbalanced. Ranged units are very overpowered, and combined with flying units having unlimited mobility makes standard ground units severely underpowered. The towns also aren't particularly balanced, especially in the late game, where Wizard in particular becomes a major powerhouse while the Knight and Barbarian towns have a very hard time keeping up with any of the other towns. It's not so bad when playing smaller maps, but on larger maps it often feels like the only options are to exploit the unbalanced aspects or purposefully gimp yourself. It's still fun, but it's also unbalanced.

If I play 3 first will 2 feel like a letdown?
Hard to say, since I played 2 first. I can go back and play 2 even after spending hundreds of hours on 3 and still enjoy it immensely due to the charm that many people have mentioned, but I can't rule out nostalgia being an influence on my enjoyment of it.
