If I play 3 first will 2 feel like a letdown?
Play HoMM2 first then HoMM3. You will love both the same. There are some issues with balancing but to me it only makes it all the more challenging. Personally i prefer HoMM2 exactly because its cartoonish in looks, i suppose it would be the same as comparing World of Warcraft to say Skyrim or D&D online. I LOVE the cartoonish feel to the games, i find that it enhances the fantasy element as opposed to the others where everything is "picture perfect" and anatomically correct if u know what i mean :)
As was said HoMM2 has a very funny side to the campaigns that i personally miss in HoMM3.
In the end is entirely up to the taste if whoever playing it, but story wise, play HoMM2 then Homm3, trust me, you will love it :)
I think I'd weigh in with the "get both" school of though. I haven't played much of 2, mostly played 3 & 4 (actually like 4 I should mention, SO much better than 5 IMO), but everything I've heard about 2 says its just as enjoyable. But possibly more frustrating in terms of beating some campiagn scenarios.
Get the Chronicles if you can, there's some great humour in some of them, and a couple of just plain epic storylines, well worthy of a novel.
HoMM 2 is the best, but number 3 is really good as well. You can't go wrong with either one. If you like the gameplay of one of them I advise you to buy both eventually :)

There are some balance issues in both games but nothing important (except if you play very competitive multiplayer) besides the ghosts. The ghosts weren't included in the original game they were only added by some clueless developer from Eastern Europe that made the expansion for the game. If you stick to the original custom maps and campaign you will never encounter the ghost issue. And there are only a few of the "Prize of Loyalty" (the expansion) maps that gives you the opportunity to recruit ghosts. All in all a non-issue.

I advise you to see some videos on YouTube from both games were the music from the game is included. Then you can make up your mind on which game you think look and sound the most attractive. The gameplay is great in both games. There is a little more of everything in HoMM 3 but you would never think HoMM 2 lacked anything if you play it first.

Ghosts were in the original game, but it wasn't possible for players to get them in their armies (there were no recruiting stations for ghosts, and even with expert diplomacy ghosts would never join the player). The expansion added the barrow mound map building where ghosts could be recruited; fortunately not too many maps actually include this building.
