My brother installed HD edition on steam but we realized it didn't have any of the expansions we used to play with on complete. I decided I would install the complete edition but when I go to play the game; It says, "syncing 0%" loads for a minute and stops. Does anyone know how to fix this issue.

Try to run the game without GOG Galaxy. Just launch the heroes3.exe file in your game folder and check whether it works. If there are still problems, I'd recommend installing the HD Mod: https://sites.google.com/site/heroes3hd/. It'll allow you to run the game in high resolutions and fixes some compatibility problems.

Try to run the game as an administrator. Right click on the game shortcut, select Properties, go to the Compatibility tab and check the appropriate box.
