Since day 1, I've tried to launch the game and have run into a "Direct X 10 device not found" error message. Deleted and reinstalled with the same error happening each time. Currently installed DirectX version 12. Do I need to downgrade the version to successfully run the game? And if so, how?

All versions of DX are backwards compatible, so I'm pretty sure that's not your problem.
Also I don't think it's even possible to downgrade without a lot of work.

That error would be pertaining to hardware, not software. It's saying it doesn't find a Dx10 compatible device.
Which video card are you using?

You should check as to whether you have Direct X 10 installed and you can find instructions on how to do this here: https://support.microsoft.com/en-us/kb/179113 under the section titled "How to check which version of DirectX is installed" :)

The developers said that since the display on my laptop is locked at 48hz, and they are not going to be opitimizing thegame to allow for that refresh rate, it doesn't matter what version I have installed. Before they got back to me the first time, I also bought it on Steam. I really hope they choose to fix it to allow for a different refresh rate.

Out of the 1000+ games that I have loaded and played on this laptop, Hard Reset Redux is the only one that has not been playable. Although it is a surprisingly good track record for such a significant limitation, it is still a disappointment regarding this particular game.
