How do I reach Broken Hills or Twin falls ? The world map would indicate those locations might lead to Homestead. At the moment, I am in Old Arkovia, but I have not found a way to move south across the river or west across the mountains.

You need to enter Undercity, First floor would have two exits - one to deeper floor (side quest), another leads to Homestead.

You need to go through Cronley's Hideout which brings you out at Twin Falls. From there you work your way to the Arkovian Undercity as Gremlion says and there's an exit there which leads out into the Broken Hills.
