I am about to grab this game during the sale, along with the freshly released expansion. Ever since being obsessed with building a perfect character in Diablo 2 back in the day I don't like it when it is not possible to redistribute points. I already researched GD's respec options, do I get this right?

There are four kinds of stat distribution that is done by the player:
1. Attribute points
2. Devotion
3. Skill points invested into skills
4. Skill points invested into the mastery bar

And these are the means to respec those points:
1. Attributes through a potion which is a quest reward in the expansion
2. Devotion through a potion that is randomly dropped
3. Skills through a NPC
4. Mastery Bar somehow in the expansion

Is this correct? Can the potion for resetting attributes be obtained more than once? And what exactly resets the mastery bar?

So, is the only thing about a character build that can not be changed the choice of masteries/classes?

1. You're right.
2. Nope, You respec Devotions points with a person in the very first place, you need an object (aether crystal, very common you will have more than you need!)
3. Yes, same person as above, you need just money.
4. Yes, you can reset you mastery bar but not to zero, you will still have one point, so you can not change a mastery once you chose it.

I don't exactly know how to get the potion for the 1.
And the 4 is the Spirit Guide, the same as the 2 and 3.

1. You can get at least 3, one per difficulty level.
2. That potion fully clears devotions. Spirit guide lets you respec one star at a time.

Another question I don't want to open a seperate thread for: Does is matter which mastery I chose first when creating a dual class character? Is there any difference between starting as soldier and taking up shaman as a secondary mastery or starting with shaman and choosing soldier as secondary class?

Absolutly no differences! You can choose a second mastery only at level 10 though.
