I'm just discovering the new Devotion system, and I was wondering if every Attack skill granted can be assigned to a Summon Pet ? Namely, the Ulo the Keeper of the Waters ultimate skill, can this one be assigned to a pet (for exemple, a crow) ?

If you click on the skill in the devotion screen you get a list of all class skills it can be bound to.

If I click on the Ulo the Keeper skill (Cleansing Water) with my Shaman, I do not see the pet summons (Briarthorn, etc) among them. I am afraid it can not be bound to a pet.

I can confirm this. I'm playing a Conjurer (Occultist/Shaman), and I can't bind Cleansing Waters to any skills from any of my 3 pets. For my build, I ended up tying Cleansing Waters to the Occultist Sigil of Consumption skill, since SoC is also a 3-m-radius AoE.

It's a bit infuriating that so many constellations are tied to attacks ; I briefly used some dual wielding, and that would've been a nice occasion to maximize that feature. Alas, I never came close to the efficiency of my current one-handed rifle with my two pistols.

But after using Cleansing Waters for some time, it's not playing as nicely as I thought. The combats are so heavy that its effect are not really easy to use... but that's maybe diminished at higher level ?

Unlike some of the other constellation-completion skills, Cleansing Waters isn't really meant to be an attack skill. It's meant to debuff enemies and get rid of bad status effects on you. That's why it has a fairly long cooldown, if you could fire it off with every hit, boss battles would be too easy. It did help me survive a couple of nasty bosses in Act 3, though---it came off cooldown just often enough to make a difference while I was kiting and the pets were gnawing away at the boss. (I'll avoid spoiler name-dropping.)
