Why gog version of gothic 3 doesn't include latest patch?

The one included is also a community patch. I believe it's just not a priority item for them or perhaps they are waiting to see if there are any bugs caused by it.

Sometimes GOG uses a lower patch version to avoid certain issues with higher patches. In the case of Gothic 3 some players have reported compatibility problems with 1.75 that do not occur with 1.74 (e.g. see this Steam discussion), so that might be why GOG is using that version.
