This is the second attempt I have made of playing through this game, and once again it seems I have encountered a bug which is preventing my progress.
I began the Eye of Innos quest just fine: I chased down the novice who had run off with it, defeated the hooded mages at the circle of the sun, and retrieved the Eye. I didn't immediately pursue this quest after that, I sort of wandered around doing sidequests for a while and exploring. Finding myself at Onar's farm and speaking with Bennett, I saw that there was a dialogue option for him to repair the Eye. I had him fix it, and then could not figure out where to go next for this quest line. I had spoken with Pyrokar at some point too, and he of course told me to find out what Vatras thought I should do about the broken eye. The last entry in my quest book says that Pyrokar has instructed me to go to Vatras and seek his advice. Vatras, however, does not offer me any dialogue options whatsoever regarding the Eye. Pyrokar does not either. I have already spoken to Xardas about it, and now he has no dialogue options either. No one seems to offer me any options for making this quest proceed.
Is this because I didn't speak to Vatras before getting the Eye repaired? I can't see any way now that I can complete the game, because my saves don't go back far enough to the time before I had the Eye repaired.
Any ideas on what I could do here?

It seems you jumped the gun on getting it repaired. I've not played the game myself but if it allowed you to proceed without talking to people beforehand maybe it will let you do it again? If you google a faq for the game and try to figure out what needs doing next maybe you can go do it without being told and get onto the next part of the quest?

I looked at the FAQs and the walkthroughs and it seems I have to gather some of these guys at the Circle of the Sun for the next step in the quest, but I cannot do that because none of them offer me any dialogue options.
You have really bad luck. I haven't encountered this bug, but I can search for my old save files and see if I can recreate it. It will take some time unfortunately, so I will report around Sunday.
I have one question - have you completed the add-on main quest (killing Raven)?
Another thing - when you try to talk to Vatras - do you have the Eye with you (has Bennet repaired it already)?

No, I have not killed Raven yet. Is that what I should do first? Because the quest log just says I need to talk to Vatras. And yes, I do have the repaired Eye on me when I speak to Vatras.
I saw it mentioned somewhere on another forum that I might have to complete all of the Add-on content (I guess all the hidden valley of the ancients area?) before I can complete Relief for Vatras, and THEN I can proceed with the Eye quest.
I hope that is what the problem is, I'd really like to advance to the next chapter.

Do you have Relief for Vatras in your journal? That quest is indeed necessary to complete in order to progress Eye of Innos quest (and it requires add-on (Jarkendar) quests to be completed), but you still should get the dialogue options, so it probably is a bug.
My early save is from act 2 unfortunately - I will try and rush through it and will report later.
Update: I just checked - the order of doing things should not affect the quest. After having the Eye repaired by Bennet and talking to Pyrokar, Vatras had one dialogue option about the Eye. Choosing that option started the quest "Relief for Vatras" (see attached image - it's in Polish but it shows that the option is there). Then there are no dialogue options concerning the Eye available until that quest is completed. So it looks like it is a bug, but the situation may not be hopeless.
I have found one example of what seems to be the exact same problem - no dialogue options for Vatras about the Eye at all:

Since it is in Polish :P - if the description in that thread is accurate, then this problem can be solved simply by completing the add-on quests.
If it is not solved that way however - there may still be a "solution" - cheat codes. I haven't played with them much, but it is a very powerful tool - you can "force" a particular chapter, so you can either replay chapter 3 or go directly to chapter four - this "should" restart the corresponding quests (however your stats, journal, location and most other things will remain intact).
So my suggestion would be completing the add-on first, since it has a big chance to solve your problem, and if it does not - then use cheats to start chapter 4.

Alright, consider this problem solved.
I went ahead and spent some time completing all the Add-on world quests, including killing Raven, and THEN Saturas said that Myxir would relieve Vatras in town. When I went to Vatras he said he was now free to help me with the Eye of Innos.
This was confusing because there was no indication in my quest book of what I should do before I could continue the Eye of Innos quest line.

U cant receive the help of vatras until u re a member of the ring of water u ve to fullfill his quests so he gives u a recommendation for saturas so u can walk through the portal to end the quest of the missing people.the point is u must evidence that F. Is trading weapons with the bandits and u ve to defeat dexter and his bandits in his tower near onars farm.moreover u should give vatras the stone tablets to gain access to the ring of water.this is the solution for the gold edition in the original one it was different and u didnt ve to do the add on.business as usual..^^
