Not from within the client itself, but by modifying a file yes. For example, for English US, in C:\Program Files (x86)\GOG Galaxy\web\locales\en-US you will find a final.json file. Inside this flle you can search for "Owned games" and change this to "All games". Restart Galaxy and make sure you have the correct language selected.
