I downloaded Disco Elysium for offline play and beat it, but just now when I opened GOG Galaxy, I noticed I still have no achievements in the game which seems to make no sense. I had assumed that the syncing operation that happens would have sync'd up game progress as well, but I'm guessing that's not the case after I opened the game FROM GOG Galaxy and loaded my save at the final area and nothing happened. Still have 0 achievements for Disco Elysium.

My question is: are offline players screwed out of achievements? Or is there just some bug here that's not recognizing the content of my save files?

Currently there is no offline mode so to speak in GOG Galaxy. Nor offline achievements for that matter, but there are a few requests for this via the community wishlist.

You have to login with Galaxy while playing it to get achievements until the "in progress" status on this changes. Hopefully with the next big update it will come, but it's hard to say. GOG and the updates to Galaxy are quiet random. Like the latest beta invite only being about making a store to sell Epic Game Store games via Galaxy. *Shrugs*

Thanks for the reply, I'll add my vote to that wishlist item for sure! I prefer GOG over Steam exactly BECAUSE I can play offline, it'd be nice for GOG's achievements to reflect that difference they have over Steam as well!
