I'd fund Relic to make Dawn of War 3.

Failing that, buy out Warren Spector and everyone from Ion Storm Austin, Arkane Studios & Bethesda & make Dishonored 2 or Deus Ex 2.

OR just hire everyone from Big Huge Games & release Rise of Nations 2.

I know it's all based on personal experience but I have never had a bug issues with any Obsidian game.

I have, but most of them of little or no consequence, no more frequent or severe than the bugs I'm used to encountering in, say, Bethesda games. New Vegas is the only Obsidian title that I found to be bugged to hell and back, so much so that I only barely finished it.

Developer: Double Fine
Project: Their creative take on Tetris :P
The team: D. W. Bradley and veterans from Sir Tech and Origin (together at last!).
The game: An overhead perspective tactical RPG, like Baldur's Gate only turn-based. Player-created party with several races and skills to choose from.
The setting and aesthetics: A planet-hopping science fantasy (think Star Wars, but with the magical powers being more explicit) with a Roger Dean and Rodney Matthews inspired art style. 70s prog rock soudntrack. No dwarves, elves, or orcs (gnomes might be accepted).
Target platforms: Windows and Mac on release, followed up by editions for tablet iOS and Android.

I do worry about their budget though, all that FMV with a real director is sure ambitious at $400,000.

I think they addressed this during the Kickstarter project and stated something along the lines that since they made Overseer etc, the costs of FMV have plummeted manifold. I think they'll be fine in terms of budget, I just hope that they haven't lost their touch as far as making real adventure games goes. I was not a fan of those hidden object gimmicks.
I'd hire CDPRed to do a rpg game in the Planescape or Dark Sun setting (I really can't decide which one).
I would hire Crytek to make a completely new FPS, not based on any existing IP, with total freedom in creativity. Just one constraint: No multiplayer, only SP. Focussed on a best possible version for PC (DRM free, of course), later down-ported to consoles.

The rest of my money I would throw at Nintendo to let Retro Studios make a new Metroid.
A new Planescape game without TNO, sequel or prequel doesn't matter.
Terraria 2, larger content and more interaction (world connecting e.g)
A sci-fi party based cRPG. Simply put: Mass Effect (note: ME1) meets Dragon Age Origins.
