Whoops.
While I was getting the list of the highlanders, I noticed the file containing the entrants for this draw was only 43 lines (entrants) long.
When I posted a snippet of code (#49), I included

While I was getting the list of the highlanders, I noticed the file containing the entrants for this draw was only 43 lines (entrants) long.
When I posted a snippet of code (#49), I included
if ( $Content =~ m/__END__/ )
{ last PAGE; }
.. and my scanning script picked up the __END__ and regarded it as the signal that the draw had been closed. This meant the winner was only drawn from the first ~40 entrants (aren't you the lucky one, alexei_net :]) so, after fixing the script, I have drawn another winner and that was ksn032! { last PAGE; }
