Yes and no, the hospital isn't allowed to turn people away for an inability to pay, but typically yes, you would have to pay for that.
As much as I'd like to defend the US on this, the reality is that it is every bit as indefensible and barbarous as it sounds.
Hospitals since the 80s have been required to treat any that show up in the ER, regardless of ability to pay, the people who do pay end up being the ones with insurance. Which is why we end up spending so much on health care. In pretty much any system the ER care is going to be the most expensive care and typically doesn't provide any preventative treatment.
With any luck that should change in a bit over a year when the last part of the health reform kicks in, but until then we have to live with our ridiculous system of health care.
What's really absurd though is that pregnancy is a preexisting condition and isn't necessarily always going to be covered. I'd be really curious as to how much that ultimately costs the public in the long run.
