I've been using this card for years. It works internationally and I had no problem buying from other countries. Just now.

Everytime I try to pay for my Witcher 2 preorder it says that it can't be processed or something or that the bank has declined my payment. :( And I meet all the requirements. Accurate info, VISA, international, no 3DSecure.

I've already sent 2 tickets to customer service and I got an automated reply restating the suggestion of the first error message that pops out upon payment. Also my bank doesn't support adding funds to paypal so that workaround is out of the question.

I also called the bank and we ran out of solutions so I decided to just post here.

Is there any way to pay for my Witcher 2 preorder and avail of the predownload? (because of the exclusive predownload feature I canceled my Steam preorder). And now, I'm missing out on the predownload D: Like probably a private GOG paypal account or something :c I'm an avid fan the Witcher franchise and just wanted to get the best version of the game here on GOG and it seems it doesn't want to D:

EDIT: I've found another workaround XD I just sent 44.99 to a friend and he sent it back. This can be closed now. Thanks! My bank didn't have any solution for the Cyprus thing.

Ever bought anything from Cyprus with it? GOG Payments are routed through Cyprus, and some banks have a problem with that, because Cyprus has apparently got a reputation for being a hotbed of credit card fraud. I'd say the most likely point of failure is your bank. Maybe you can try calling them back and asking them about the Cyprus thing.
