I know there are selling agrrements or whatever they call it. I just don't get why it's available there and not here. Does the GG version have DRM or sumthin?

A variety of reasons:
1) EA likes to sell Command & Conquer only through their digital distribution service (Origin). GamersGate allows for Origin keys to be sold. GOG, obviously, does not.
2) GamersGate has regional pricing, while GOG doesn't.
3) Command & Conquer isn't available outside of US on GamersGate and since GOG sells all its games everywhere, that would be a problem.
C&C on GG has DRM.
You people call yourself fans but never pay attention! Kane very clearly states in the 1st Tiberium game that the Brotherhood seeks a world bound by allegiance to Kane and DRM.

WTF am I the only one who actually WATCHES the cut scenes!?

Agreed, it's not your typical regional pricing model, but it still falls into regional pricing.

I'm completely aware of this announcement, thank you very much. In practice, there is a single game available with regional pricing. Till more games get released with regional pricing here, I will insist that Age of Wonders III (along with the upcoming Divinity: Original Sin and The Witcher 3) are the exceptions rather than the rule.

Absolutely this, unfortunately.

As has been brought up before, interestingly the X-COM classics are DRM-free on GamersGate, which gives credence to the idea that what is holding Take 2 back from appearing on GOG is, at least partially, regional pricing.
