The game is also included on all retail version of the game (consolle only),but there's no way to buy the first American McGee's Alice for PC,on Origin or any other site.
It is unfortunate that EA doesn't offer the game. Origin was pretty new at the time though and there may have not been a unified way for EA to do pc dlc. That Madness Returns wasn't a huge success probably didn't help things either.
I'd just play the original if you have access to it. The HD version doesn't really add anything.

EA is stupid because people keep buying their regurgitated shite year after year, the customers haven't bothered to educate them, EA probably thinks its doing everything perfectly well.

1 - EA absolutely despises competition, they essentially want to be a monopoly or at least the major player only in the industry
2 - EA is run by old, retarded businessmen who have no interest in the industry. Their main belief is to make games to make money, and the only people they are interested in actually pleasing is themselves and their shareholders, who are essentially one and the same.
