For example, you can sell cards your games have dropped and those funds are only added to your Steam Wallet. Then you can use those funds to buy games. But if you don't use the proceeds from selling cards to buy games, Steam does indeed make money off of you when you turn around and buy more cards. That's scenario one...
Scenario two is when you add real funds to your Steam Wallet and then use those real funds to buy cards. Steam makes money off of you directly instead of indirectly with scenario one.
Does that make sense?

Initially I crafted a few game badges but I'm just not a digital card collector - games, yes - I might need an intervention- but cards, clothes, stuff in general...not so much. This might be a backlash to a mother that collected a nice retirement package worth of stuff..anyway, I digress.
Steam makes money off these cards or they would not have implemented such a massive scheme. It plays to many people's need to collect stuff whether that be high scores, achievements or cards and the attendant badges. Me, well I don't need no stinkin' badges - well maybe a couple ;-p
