Master of Magic is PERFECT for necromancers :D

Also, I think Heroes of Might & Magic II or III lets you play as a necromancer that can eventually raise the dead as Power Liches :D
Following the strategy vibe, try Dominions. I never tried a necromancer, but I did play a chtulu lookalike whose dominion was cold and arid and whose main troops were summoned creatures and crazy dreamers. Basically, I had some death knights or whatever as elite troops and people driven mad from the dreams and joining my army as disposable mooks. Disposable because, even if they didn't die in combat, my arid domain didn't produce enough supplies and they would die of hunger anyway. It was a lot of fun, I'm sure a necromancer would work just as well.

Hell, with a strong enough domain, you might get people to die of hunger on enemy provinces and get them to be raised troops right within their borders, or something like that. Well, not sure if it's possible, but it probably is. That game is awesome like that.
