barleyguy: Strangely, if you copy and paste them, they come out capitalized correctly. So I think it's just the font. The font that's being used probably doesn't have any little letters.
Arkose: It's a
CSS text-transform effect. This allows web designers to change the case of certain text elements as needed (such as between different skins) without actually rewriting the pages for each purpose.
It also means the text works better with accessibility programs that read text aloud or re-flow it with partial or no styling to make it easier to read for people with visual impairments; without this such text would seem to be "shouting" in all caps for no clear reason, which is undesirable when using a screen reader (which may interpret it as being shouted or said with strong emphasis) or viewing the text at a much larger size than originally intended.
