Currently learning C# for games (XNA). Did make some really crappy games when I was younger though with Gamemaker and sold them (illegally since none of the resources were mine) to make money for a charity thing at school.

I did when I was younger together with some mates. Started with the brilliant object based Click & Create then it's successor The Games Factory and Multimedia Fusion. They were great for a small group as the coding was so simple you could spend more time on the story, gameplay and graphics. (Though now I'd say it's slower as typing out coding is quicker once you know what you're doing.)
I did do a few minor games in Basic and Visual Basic when I studied them at college and have done some modifications to a multiplayer online game. Also a little dabbling in Java and dark Basic.
I made a Space Invaders type game in Python.

I basically had a red block for your ship, blue blocks for aliens and green blocks for laser fire.
I never got around to doing anything like a points system or different enemy types. It was just a survival mode with an infinite amount of enemies coming at you.

I feel like I should mention the Farseer Physics Engine, Krypton XNA (for lighting), possibly Tiled and TiledLib for 2D map creation and reading/drawing, EasyConfig for configuration files (hey, it saves you time), and... that's all I can think of now. Things to help get you going faster if you want them.
So if you wanted to design a simple game, who'd recommend what to get started?

Its a pretty good game reminds me of another very similar game (Yoda's Stories?)

I finished it first time in about 30 mins and it started the game again automatically (took less than 10 this time)

My question is what use is the Heart of Evil?
I've made a few crappy flash games, and a simple first person platformer/puzzle game (made using Unity3D).

I got started with flash, so that would probably be my recommendation. If you don't have it and don't want to spend a few hundred dollars to buy it, I would suggest taking a look at LiveSwif. It is very limited, but it's free, and isn't that hard to get started with.
I haven't ever made a game, however I have contributed voiceovers to one so far.

And I'm working on a concept/story for one whenever I have the time.

Point and click sounds like a good candidate for flash.

I think you'll need to pickup a programming language before you attempt the RTS.

Actually after a bit of googling, Spring (http://springrts.com/) looks interesting.

From http://springrts.com/wiki/Game_and_Unit_development it looks like the scripting is done in Lua which isn't too hard to pickup.

Making models would be a challenge (at least for me it would). To start you could likely just borrow some from other games made with the engine.

Well yes, several small ones.

This week i just started a new project, Castle of the winds-like, anti-fantasy, anti-jRPG (yeah, i am rebel:)) and i was looking for some right tools. I ended with Sphere, but i am not sure, if it is powerful enough. RPG Maker is out of question.
