Correct, the usage of the word 'freeware' only applies when there is indisputable proof that the right holders have granted free distribution of the game files. If System Shock was to go down the route of Doom, you'd be looking at the release of source code which does not equal freeware as certain aspects of the code are copyrighted and you need the IWAD files to run them, hence why Freedoom can be distributed for free, it's a non-commercial IWAD.
