That's probably because they're an online retailer, and use the same policies for their downloads.

But as far as i know every pure download service charges as soon as you place the order.

Yes. Taken from our Terms of Use:

You can cancel a preorder and receive a full refund if you request this before the preordered game's release. The refund request becomes invalid if you attempt to download the game after submitting your request.
