The Outforce is a traditional top-down RTS game played across a battlefield in space. Obviously. :P

That still isn't much. Was game ever popular or anything? Or is it game that got ignored when it was released which is why almost nobody remembers it?

From what the screenshots and the reviews seem to imply, it's a traditional top-down C&C-style RTS using a 3D graphics engine (like TA) where your units are ships in space; it's a poor-man's Homeworld, where the game world is in a 2D top-down perspective, as opposed to a 6DOF world.
