Hard to say, but most memorable empire building game would be Civilizations the original because I played it on my first computer where my dad bought it for my brother and I. It was an IBM 486sx with 2MB of RAM and a Sound Blaster 16 audio card. DOS 6.1 ^_^

Another really good Empire building game I really enjoyed would have been Emperor: Rise of the Middle Kingdom. I would definitely buy it if GoG publishes it.
My favourites from a nostalgic perspective are without a doubt Civ 2 and MoO 2, but looking at what I've played in the last few years Crusader Kings 2 is surely the one that has them all beat. Amazing game!

Ah! I totally forgot about MoO 2! Oops, yes so in addition to the two I mentioned, MoO 2 was very fun. The best in the series.

As for CK2, I still need to get into that some more. It's very in-depth. Would love to try it again. Bought it at ID for $20 + $4 for the Ruler Designer some months ago. ^_^
Civilization 4. Been playing it for seven years and feel like I'm nowhere near to exhausting its depths.
Never got the hang of RTS, but I love Civilization IV and Galactic Civilizations 2. Guess turnbased suits me better than real time.
Darn it people City builders are not Empire builders (one city is not an empire). Pharaoh and others are fantastic games but its really not empire building in the standard manner. It's city building with a side of combat :)

As for pure fun Empire builders I've never managed to really get to grips with the Civilization series - I do see their appeal but I've never really invested enough time and reading to get to grips with and enjoy the game.

The Paradox games - like Chivalry 2 and Hearts of Iron are also in the same list although with them its more the confusion between real time and turn based that they present (they feel like turn based games with random real time thrown in).

For me what would stand at the top for Empire building would be:
Imperium Galactica 2 - because you get to build a space empire complete with full city building as well as real time space and ground combat - even today no game of hte came genre has really tried to beat it.

Knights of Honour - its like a laid back real time Total War game, except that once you get going you find that its got its own major challenges and twists. Not least of which is the hard cap on how many specialists you can have which really makes building a big empire very difficult as it grows in size. Plus I love how the factions and countries will spread, shift, rise and fall over the map - its amusing when things like York end up nestled in the heart of Europe.

Total War - its got to be in here, although I'd say that the real time battles and sieges are more of my attraction than its empire building aspects. But the two together make for a very rewarding experience in the game.

Arguable. If you think of a pure sandbox mode than obviously you are right - it's just a city builder. But it's the campaign we are talking about. It's divided into several periods and let you experience the development of the whole Egyptian empire. You start as a petty villager whose only concern is water and food but end up as a pharaoh ruling the whole Egypt. Just because the game force you to achieve it step by step doesn't change the fact that the main goal of the game is to create an empire. So I think it qualifies perfectly...
Age of Empires II. Awesome game.
I love these games: Civ I, Colonization, Caesar III, Zeus, Pharaoh, AoE I and II, Alpha Centauri.
My favorite: Alpha Centauri.

Eh the game itself is a city builder. Whilst there is a story which links various parts of different cities together its not really anything like where you try to actually build an empire yourself.
Otherwise we might have First person shooting games as "empire builders" because the story has them ruling an empire at the end.

At some point you have to draw a line, for me that line is with the games core content and the core gameplay itself. The core game of Pharaoh is city building with a side of combat.

bensinkula: Age of Empires II. Awesome game.
this, though AoE 1 was fun too but AoE 2 was made easier to manage by adding unit build queues etc. AoM(Age of Mythology) wasnt "too" bad either
You know what would be awesome? Total War: King of Dragon Pass
original Civilization
