Vitek: It's ought to be Reputation and shows your contribution to forums. You get one per day you post, five for answered question and some for high rated post.
Unfortunately it's also source of much disarray on the forums. Many people complained about it, some abused it and stuff...

Maybe some people...

As for me, I often rep up if I think the post is particularly funny/entertaining or smart/insightful... but I only ever rep down if I think the poster is being particularly abusive without any cause (and around here, that isn't really very often).
