I can't think of any game, even great narrative games like Mafia, that I would be interested in watching the cutscenes of if an interactive segment did not follow closely behind it.
I do love stories in games, but only because of that rich combination of story and gameplay. On a purely storytelling basis no game can match up to a good movie.

This thread reminds me the Gothic 1 movie, free fan made. Which I recommend for those who want to skip G1.

I don't think Kotick has played SC2. Or read reviews and reactions. At all.
There aren't that many cutscenes, and all but three are in-engine, or in other words pretty freaking far from movie quality even at the beefiest settings.
Also, the plot is weak and the storytelling is generic.
People buy and play SC2 for the truly excellent, excellent, excellent multiplayer. Very few bought SC2 for the single player alone, and out of those I bet half were disappointed with the quality of the campaign at some level.
Oh, and if you own the CE, the cutscenes are already on the making of disc.

What's next, a collection of character dialogues? A music CD? Can I live the dream of cruising down the highway, belting out A Zerg, A Shotgun and You?

$20 is the price I'd pay, sparingly, for DVD or Blu-ray discs of my all-time favorite films - movies that I love, and that I know I'll watch many times.
Even if we were talking about a studio that I actually like producing 90 minutes of brand-new CGI content, I almost certainly wouldn't be interested, and even if I were, I wouldn't pay more than a dollar or two for it. I can watch dozens of movies every month with my $9 Netflix subscription, and a movie ticket costs me $7. I'm not gonna pay thirty for some bullshit .avi that likely doesn't amount to much more than fan service anyway.

He obviously didn't watch Starcraft II's cutscenes. I know I was defending those before, but then I saw "Bar Fight" and I just kept groaning. It almost reminded me of Black Dynamite; except in StarCraft II they're trying to be serious about it.

Its a standard to include game cutscenes in their collector's editions...

No, that cinematics DVD is just from StarCraft (and Brood Wars - but I wouldn't call that a seperate game). They released one for Diablo II (with Lord of Destruction) too. I personally own the StarCraft one - though I got it really cheap.
You could get them in stores for a while actually.

What ever happened to carrying for your paying customers? Would it be too much work for adding a button where you can replay cutscenes?
Heck, you could go so far and use it against piracy like that (now) famous part in Batman Arkham Asylum where the ground of a certain room was covered with poisonous gas in the first available illegal copies.
Of course we all know Bobby Kotick. Am I gone a bridge too far saying, he's probably already thinking of selling a game where you have to pay for the cutscenes separately? You know, because they cost him too much to include in the actual game?

There actually is a button to reply the cutscenes.

Would you take a bet there still will be, if Mr. B.K. doesn't sell as much cinematic DVDs as he expects?

I'll take that bet! This is Blizzard we're talking about. They're not without their problems, but they know how to treat the fans right. At least when it comes to the games - communication might be a different story.

Does the deal work both ways?
I'd buy Starcraft 2 without the cutscenes for half the price... ;P
