Telika: "Mafia" impressed me a bit, it was surprisingly decent.

"Baldur's Gate" could be considered as the worst if it was alone, unfortunately it's pretty much the standard.
Have you tried Contrast? Contrast has full audio in English and French, and according to the developer Contrast was always intended to be voiced in both English and French, plus the developer (Compulsion Games) is based in Montreal Canada.

I only ever "try" the french version when there is no other option. Before I (reluctantly) accepted to buy digital, it was a huge problem, as game boxes very seldom state what languages are available. I sometimes had to exploit the opportunity of abroad travels, to buy titles I wanted. Other times, I simply bought the game and pirated the original version to manually replace the sound/text files.

Am... not trying out french versions anymore. I even let out a little scream of horror each time gog proudly announces a french version. I simply have no interest in testing that.

Plus, even at equal bad quality, I prefer the English version - it creates a slight distance that grates my ear a bit less than the french one.

I usually don't like french localization of movies or videogames.
However Psychonauts is one of the best experience I had concerning french voice acting, it is really impressive and worth the second playthrough.
Outside of videogames, I have to admit I prefer the french voices of The Simpsons, and while I don't apreciate South Park I find the french version less disturbing.

NoNewTaleToTell: How do you feel about games that have the first sentence of a bit of dialogue spoken, with the rest of it being just text? Like Morrowind, or Planescape: Torment (I think that's the system it uses).

SlyFox: I always feel like there is a bit of a disconnect when they do that.
I think my brain expect the character to continue speaking since the text match, but it doesn't.

Speaking of speech in video games, what does anyone think of games where character makes weird noises instead of speaking(there's always a speech bubble at the bottom).
Okami and Zelda come to my mind as games that do this.
Well I love the sound of Simlish, if that counts. Oh and Tomba! had a great "sound effect instead of speech" system, it sounded like somebody trying to start their car.
GTA has always been top notch but then they get really cool actors. Burt Reynolds, Dennis Hopper, Robert Davi, and Jenna Jameson in the same game! You can't go wrong.
The Baten Kaitos series is kind of funny because Baten Kaitos: Eternal Wings and the Lost Ocean had rather sub par voice acting whereas Baten Kaitos: Origins had excellent performances in it (I think the Wendy's girl did a part in it).

Legacy of Kain had brilliant voice acting.

The Witcher is a mixed bag, but generally not that good. The Witcher 2 is better, but I have not played it, so I don't know for sure.

Xenoblade has very good voice acting all around, special mentions are Dunban, Rikki and the girls.

The Last Story gets a little shaky, but never is bad and is in fact good, just not as great as Xenoblade.

Men of War's voice acting is so bad it's funny.
The Last Express has amazing voice acting to go along with the rotoscoped animations. Each character felt so alive and real inside the game environments, and the voice acting was a part of that. Meeting each character, you get a great sense of who they are and what they want from how good the voice acting is/was.

I'm currently playing Two Worlds. The voice acting sounds downright idiotic, but I kinda like the game (the the point I bought the sequel on the last sale), so I've tolerated it. It's boring, emotionless voice acting, done in old english.

Spellforce's voice acting sounded boring too, like guys inside a garage reading their lines from a script just because they wanted to finish their game.

But the one that takes the cake for me is this girl from Aquanox. I've mentioned her before in other threads about this and no one has topped her yet.

As for good voice acting, I loved Sindri, from Dawn of War. He sounded almost Snape-ish in a way. Deus Ex had great voice acting too.
Voice acting quality seems to be an extremely subjective thing. I have seen people complain to no end about a supposedly horrible performance that I thought was fine. I liked when people made fun of the French girl in Dragon Age for not sounding French when she was actually a French actress.

It seems to be something some people are extremely sensitive too, but I am not (thankfully). I watch quick look videos on Giant Bomb and they're often like "holy crap this voice acting is the WORST" and I'm sitting there thinking it's perfectly fine, or even good. In short I'm glad I'm not picky, because I doubt most video games have the highest voice acting standards.

Anyway... worst I have heard is probably Two Worlds. The best might be New Vegas', or perhaps Mass Effect's.
I think the quality of voice acting is very much subject to personal opinion, despite some basic notions of standard quality.

Having said that, the worst voice acting I've ever experienced in a video game was the one in Sega Saturn's Deep Fear. Seriously. Check it out. Or don't, actually, you'd be better off not knowing!

Regarding good voice acting, there are loads and loads of great games I could mention, but the Legacy of Kain series has a special place in my gaming heart, and I must say the absolutely flawless voice acting is partly responsible for it. Other notable mentions (in my opinion, obviously) would be Grim Fandango, Psychonauts, Eternal Darkness: Sanity's Requiem, the Broken Sword series and the Gabriel Knight series.

Atlus USA in general tends to do a pretty good job with VOs for the games they publish. Granted, they do have a tendency to hire the same sort of voice actors, but that's usually because those voice actors are really good and thus have well earned the job.

As for bad voice acting....actually, if I'm honest, I can't think off the top of my head an example of a game that I played and that I thought had terrible voice acting. Granted, there is a lot of PlayStation-era JRPGs that I haven't played (some of which are infamous for cringe-worthy voice acting), so perhaps I just successfully avoided the worst examples. But it probably also has to do with the fact that I'm easily satisfied when it comes to that aspect of a game. For example, the English VO of the original Gothic is often considered to be awful, whereas I thought it was passable...not good, but still passable.

The only time I really take note of bad voice acting is when it's specifically pointed out to me, like this gem: https://www.youtube.com/watch?v=bangt7d9vGA You know, say what you will about people who tend to overact, but I can at least appreciate when it seems like the VAs were actually trying. For me, the worst kind of voice acting is when it seems like the VAs couldn't even be bothered to put up any sort of act and read the lines as though they were ordering coffee.
I've never seen a video game that had voice acting I would consider great. There have been a bunch that have good, acceptable, or tolerable voice acting, and that's fine with me.

I'd rather have silence than bad voice acting, though.

I'd like to hear some German women voices in my favorite games. I noticed that the woman who voiced the turn by turn directions on my android in German sounds sexy as hell. But the UK English has the snobby Queen Elizabeth accent and the US English sounded robotic at first...she sounds a little better now, but nothing compared to that sexy German voice.
If only I understood German, she would be my navigator.
You can change the language to German for a lot of Steam games. And I found Minsc's voice annoying but maybe because I found his character, annoying. I found Imoen's voice, cute. That just shows, how different tastes can be between two people.

What about games that were originally in French? The Alone in the Dark series is a good example (the French voice acting is much better than the English voice acting). Same thing for Beyond Good and Evil and Outcast.

I'd also suggest the Legacy of Kain series. The French translation is superb and the voice actors are awesome (you get the French voices of Morgan Freeman and Kevin Costner for Kain and Raziel respectively). It's one of the few cases where I almost prefered the French version. My only problem was the bad lip-synch in Soul Reaver 2, but that got corrected in Defiance.
I tend to like a lot of voice acting that most people think is terrible. The only thing I can't stand is the incredibly piercing, whinny, "I'm a little girl" voice. It's like nails puncturing my eardrums. I can't really give any examples, because when it starts up I tend to quit the game and blank it out from my memory. :P Seems to be way more common with the Japanese games than anything else.

Best voice acting? Brütal Legend, hands down. Absolutely amazing voice acting, of course what else could you expect from Ozzy Osbourne, Tim Curry, Rob Halford, Jack Black, and an absolute ton of other famous musicians and actors. Plus it has the most badass soundtrack ever.

Other good ones are:
The Bard's tale - I love the "rare Scottish tongue" bit near the end. The whole thing is just generally well done, and the random songs are great.
Dungeon Keeper - Richard Ridings as narrator, need I say more?
Bastion - fully reactive narrator, literally narrates everything you do and it is amazing. "The kid just rages for a little while." :D Best part is with the plants in the swamp. Not saying anything more.
And I also liked the Italian voice acting in Assassin's Creed II. The modern day stuff was pretty bad though.
