Ive seen plenty of people ask for this game in the forum in the past, and now it shows up on Steam (Amazon is having sale for $9.99) :(. We had redemption.Is there a reason why GOG didn't get this one ???

DotEmu used to have it. Already own it there and on disc, so I'm not desperate to see it here, but it would be nice.

Are the 2 Vampire games (Redemption and Bloodlines) related any deeper than being based on the same tabletop RPG system? Is it like the relationship between, say, Gold Box and Infinity Engine or is it deeper than that? Did any of the same people work on both?

No relation whatsoever apart from being based on the same pen & paper RPG, and I think they even implement the rules in very different ways (the White Wolf RPGs aren't very specific in how the rules should be implemented, their is a much higher degree of freedom with regard to rules interpretation than there is in most other roleplaying systems).

The two games play in completely different locations and times, have completely different gameplay, and were created by completely different teams.
I believe part of the problem is making it work. There are the fan made patches that already do that, but getting a publisher's permission to include all these third party modifications to the product they intend to sell must be some sort of legal minefield.

Yeah, or do something like GOG did with Baldur's Gate; creating a whole mod walkthrough. But Bloodlines really only needs the patch as the rest works well on modern systems, right?
