I see that as good news, because they made it really easy to reveal tweets that are blocked.

So instead of having to block certain keywords world-wide they can specifically block them countrywise but still let the user know about that (they show in the stream as blocked) and go around and read them.

Yeah, I read about how non-blocked nations will still have access to the tweet, so if this allows Twitter to be available where it otherwise would not be, I see this as a decent means to an end, though it does compromise some ideals.
