It took place in Roman times, and you were often subject to a text dump at the beginning of the turn to tell you what had occurred.

I recall there was a surprising amount of potential players (12 at the most, perhaps even 24), each being assigned a differing color.

The main thing I remember is that I think it was on the Galaxy of Games 2 CD.

Its okay. Nothing as big as Civilization was on this. In fact, there were no DOS games on this collection, if memory serves.

That's looking more like it, but this was a bit more CIV like in that you could direct units and it wasn't more RISK like.
There was the game Advanced Civilization which mimicked the actual board game.
There's the Fighting for Rome series, is it one of those ?

Nope. :B This was more 'empire management' rather than 'army' management.
