Possibly, but I think runic games is using steamworks for the online multiplayer infrastructure, patches, cheevos, etc for number 2. Plus the first one sold like gangbusters on steam for a long, long time, thanks to the marketing, sales, word of mouth etc. A lot of people will buy it on steam day one, since Runic used it to it's fullest extent. Also they might use steam workshop for the mods.
The first one might come out here, if Runic is interested, but the second one I reckon would be a pig to make it Steam free. Perhaps when it too becomes a good old game.

I don't know how Steam Workshop functions but TL2 will definitely be shipping with TorchED, you will not need Steam Workshop to create or use mods.

Runic's lead dev verbally confirmed to me at PAX 2010 that they made more money per sale for TL from their own website than from Steam. If you want to support them to the maximum extent possible you should buy it from their website directly.

Matchmaking has also been confirmed to be a free, 3rd party service. See TL2's website: "How is Torchlight II different from the first game?" at http://www.torchlight2game.com/support

Dunno about T2, but T1 was definitely NOT DRM-free. It had 10 activations limit.

My copy did not. Boxed was 100% DRM free.
Yes, boxed copy was 100% DRM free. Which is what convinced me to buy it (there were slim pickings at that time). And its awesomeness was great; I'm glad I did pick it up on that whim.

Here's to hoping that TL2 truly is available DRM free as well. I've seen some indications in the Runic forums that it will require a restricted account based thing for updates. (IE, Stardock style DRM.)

Steamworks? That's a no in my book, at least torchlight 1 is DRM-free.

Those 90% of the people are largely comprised of people that don't understand that if Valve goes out of business that it's taking their games with them. They also probably don't realize that there's no reason for the DRM in the first place as the games end up pirated either way.
