Today I was watching a guy play Theme Hospital on his laptop. It struck me how awesome the game was because of the cheesy humor, blended in with hospital management, which by itself was interesting because of all the tacky equipment and things to keep your staff entertained. *sigh* too bad developers don't have the balls to make games this light hearted anymore :(
Sorry just had to rant.

They still make some light hearted games, but not nearly as many.
I was thinking of Overlord. Maybe Beyond Good and Evil, and Psychonauts, too?
It's not all gritty war games. Yet. =)
Overlord 2 was the last light hearted game to be released over the last few years, aye? Also, Stalins vs Martians, but it sucked. Such a shame.
People have run out of originality these days, deciding to recreate games based on fixed themes.
What about the... well I was going to list titles but I'll just say "Telltale Games catalogue"?

Portal was pretty light-hearted, too.
And don't forget the Indie scene!
EDIT: Although I do agree with you, not many developers are willing to pump out something beyond the Super Happy Fun Time Shooter #4852194

King's Bounty is very parodic of the fantasy genre in a light-hearted way.

THIS.
I'd say just about everything released by PopCap fits into the "wacky fun" category. And while a lot of their games are intended to be "wacky fun for five minutes before you move on to something more filling," some of them have amazing longevity and replay value.
Plants vs. Zombies, for example is chock full of goodness.
