The music in itself isn't terrible, just typical vapid catchy pop medley, but the lyrics in this film are just so mind-numbingly dull and mundane that it ends up being a terrible song. Certainly not the worst I've heard, but it's awful.

Was it just me or did her voice sound...scratchy?

In fact a thesis-worthy essay on the song has already been created.
This essay changed my life forever.

I don't know if it's for the worse or for the better though.

They are however not allowed to drink unless:

They're 46
They have a character reference from their local priest
They have an Alcohol Consumption Safety Certificate
Adopt a fully trained booze hound to ward off evil spirits (vodka, tequila, absinthe etc)

No, the youngest you can be and have a driver's license is 14 and that's only in one state. All other states either have a driver's permit at 14 (you can drive, but you need a licensed adult in the car with you) or don't allow you to drive until you are 15 or 16.

And on the USA exists the obligation of using security belts? No one of the kids on this video use them.

I think that's governed by state law, so it varies from state to state. I could be mistaken though. Mind you I'm basing this off of a bunch of signs I see in my state that claim it's a state law, but highway/interstate law is really convoluted over here so who really knows.

I think seat belts are federal law. Part of those "the state gets money from the government if they comply with x federal law" things.

The whole video is ridiculous. From her friends being old enough to drive, to not wearing seatbelts, to the actual song. I have to say, it makes a great joke though.

You are correct, it is completely governed by state law and varies from state to state. If you cross the border from one state without seatbelt laws into a state with seatbelt laws, you have to buckle up or risk getting fined. Some states only allow a fine to be levied if you get pulled over for something else (like speeding) and are also found to be seatbelt-less, other states will actually pull you over if you just appear to be seatbelt-less. Some states only require seatbelts to be worn in the front seat, others require it for all seats; some states only require children to wear them, others require all... it's a real mess.
