HijacK: Nope. That's a common misconception. I think I've seen more action based one than Turn Based.
Nroug7: I've played alot of JRPGs, and it's not really a misconception as much as it is an assumption.
Most JRPGs still follow a trend where a turn based battle system is used or a semi-active system some of them are still really good JRPGs even though they follow this format (Look at Bravely Default)
However, there are those that don't follow this trend. Dark Souls and Dark Souls 2 are both very good JRPGs that don't use a turn based system. Same For Xenoblade (Though this has a semi-active system), Tales, Ys, The World Ends With You, Dragons Dogma and I think from memory Eternal Sonata. There's a few other mentionables but they're kinda meh.

To the list of action JRPGs that are decent/good to outstanding, I think we could add Star Ocean too, and the Phantasy Star PSP video games.
