I've had this issue previously with 7 day trading bans due to my IP rolling over and totally uninstalling and reinstalling Steam.

I have not been able to purchase from them today and during the middle of last night I've taken notice that I was given a 'New Lease' ..I'm assuming that's the new IP assigning itself.

I suspect that because I am outside of the US, my dynamic IP confuses Valve and it's proxy guard might be tripping on me during purchasing attempts.

Is there anything that I can do on my end that might get Steam to recognize me despite the new IP?

I used Paypal on Indie Gala a few hours ago and didn't have any issues so this is just a problem with Steam.

I realize we are a very friendly community but shouldn't this be in a Steam forum? Wouldn't they know better?

Long story short...not really.

Most people posting in (and moderating) those discussion boards are rather young.

ie;

"This is broken, I need help."
"Steam is Jesus! It could never be broken - You're just incompetent!"

Real sweet timing for my ISP to roll me up a new IP.
I think a really bad drug habit for a hobby might've been less frustrating and the way to go.

There has to be a solution, though. I can't imagine that I'd be locked out of Steam (were I a customer) because I get a different IP address with each new hotel I stay at for work - that would just be really stupid on their part. Maybe something else is going on.

Valve might just be dicking with me on the account of some personal vendetta and my forum rantings in other areas on the net.

They most certainly can afford to lose a customer or two and with my Steam library of over 1400 games they have definitely got enough use out of me.

Same. I've been on Steam since the beginning with a Dynamic IP and never have had a single issue. In general, companies don't care about dynamic IPs per se. What they care about is dynamic blocks of IPs--that's is what will throw them into fits. So if your using a VPN or Tor or something like that expect problems. But so long as your IPs come from the same block there should not be any issue.

dynamic ips does not cause a 7 day delay , my ip changes every day i have never had any problem.
we have already discussed this , you perform a so called optimal cleaning of steam folders which causes this.
The only way for you to bypass this delays is to deactivate the steam guard and let yourself be open to account stealing.

in short : stop messing around with the steam folders and things will be fine,stop using ip's that will change your region

I think the difference is that I'm living in a less recognized / smaller-potatoes country. For all Valve knows of Zealand we're all a savage drug cartel waiting for aloof Americans to accidentally sky dive into us.

Yep, I figured out what happened. My bank was showing funds that had not cleared yet. Three failed attempt to authorize payment on Steam puts you on temporary probation with Steam (as revealed to me by a Steam tech).

Not realizing I was temp suspended for hammering failed authorizations, I thought that the Steam software on my end may have been bugged up so I replaced the Common folder and wiped the whole client with Revo.

Which, needless to say, didn't help matters.

Coincidentally however my new IP for the month rolled just several hours before I attempted that first failed purchase.

But by the phrase above do you mean that you were in the USA and now you're not?
As far as I know Steam uses different prices and region restrictions on the games it sells. So maybe the problem is related to something like this.

I'm an American ex-pat but when I left eight years ago I had never heard of Steam. I started the account here in Zealand about four or five years back.

When was the last time you've been to the Steam forums?

I'm sure the OP isn't interested in responses like "Get a better internet connection!" or "LOL sucks to be you!" :P

liquidsnakehpks gave the correct answer earlier. It is nothing to do with your location. But if you do both of these:

* Use dynamic IP addressing, so your address changes from time to time

* Erase cookies, clear your Steam folder, or run unnecessary crap like CCleaner

Steam will think you have a new device and automatically impose a 7-day trading ban.

So don't clean up stuff that doesn't have to be cleaned up.

Ironically, as modern day philosophers like Eckhart Tolle would point out, my banning from the Steam forums may have been for a much more beneficial reason - Consider this, I've got a library consisting of over 1400 games. I can't hide my account with that library. If I'm going into those forums brazenly challenging what most Steamers consider taboo or unorthodox, my main account will come under target.

That ban may have been a back-handed suggestion to only socially engage in those boards with a second surrogate account.

So, yeah..I'm a bit peeved but in the long it's probably been an indirect salvation of sorts.
