Do you mean REAL Strategy games or crappy RTS? (No offense to those who like RTS)

Anyway, if it is Real Strategy Games, I like a lot, but the best, I think, it is Civilization, or probably X-Com: Ufo Defense.
If it is RTS, I would say Dune 2: The Building of a Dynasty.

BTW, Heroes of Might and Magic are also good Strategy games.
