There is nothing technology-wise preventing you from doing that, people are already doing that with the scammed multiplayer codes.

Yeah, they do have this at the very top of the create a giveaway page:

"All gifts should be Steam redeemable CD keys or Steam gifts only"

should is not must.

should is quite meaningless word really. one must never use it unless he/she allows people not to follow the suggestion. cause it really is just a suggestion.

asked the question on forums and they say no either. so no giveaway from me as i don't see anything interesting (for me) to give out.

Well, I've expected more out of this game.
It was too chaotic for me and too short (like 2,5h? wtf?).
It had a nice setting, which had a great potential, but they ruined it IMO.
