As far as I know, getting gift certs/codes from other regions bypasses regional locks in Steam.

Dont want to sound racists or hateful but how come most of the fake giveaways i see are form Russian users. Dont they get the rules in Russian to prevent this?

That sounds more like it.

I've kind of lost interest myself. It's a great idea, don't get me wrong, but I'm only going for games I actually want. It seems like other people just randomly enter drawings, even on games that shouldn't have that much interest. Once you get past 100 entries, the odds of winning are below 1%. And the only games that get below 100 entries are ones that were free for a period (Portal) or were added to a package (Cogs). Everything else gets 250 or more.

The appeal of "free stuff" is enticing, but at some point it starts feeling like a big time waste.
