Redfern: Why its marked DRM-FREE on Humble then? I mean, usually that means that builds provided not tied to Steam in any way at all.
True, it typically means that, but -- to quote the very first part of the description at Humble:
Please note: Starbound is an Early Access Game on Steam. DRM-free builds will be added at a later date.
There's also a 'Starbound FAQ' in their Support section:
Q:The Humble Store says there is a DRM-Free copy, where is it?A:Starbound is currently still in beta and is only available via Early Access on Steam. The DRM-Free version will be available on your unique download page when the final version of the game is released.

Oh, i see then, thanks. Its quite strange policy for DRM-FREE stuff in Humble Store now anyway, so i not surprised. Like Dust available for download only for Mac and Linux (before Humble Bundle 11), albeit game is native windows, and only semi-ported to linux.
