Either Take Two own the publishing rights to that one too, or it's not publishable as they certainly own the Civilisation IP. Either way it won't be published by Atari.

It's more a question of what does Atari currently own. There's probably a lot they own that has never been published by Infogrames / Atari.
In terms of major studios there aren't that many left. I suppose you can consider Bungie one. There's also Human Head, the people behind Prey.

I wouldn't know, I've never heard of them. But ImGal2 lets you choose to automate just about any aspect of the gameplay, allowing you to focus on the elements you find interesting. If you like ground combat, but not space combat, automate the space combat and fight the ground battles yourself. If you want to control the military infrastructure of your planet bases, but don't care for handling the more mundane things such as housing, hospitals and entertainment venues, automate the construction of civilian buildings, but not military ones. That's the level of gameplay customization you have, across most of the gameplay elements.

Yes, you can make your own ship designs, mixing and matching weapons, engines, shields, etc. however you like. You don't get to pilot individual ships though. Combat is RTS style (rather simple RTS style).

Edit: As far as I recall, you win by being declared emperor/president/king (I don't remember the title) of the galaxy. You achieve this by having the most votes. This can be ensured by both military means (owning more than half the populated planets) and diplomatic means (getting others to vote for you), but it's been a long time, so I'm a bit hazy on the details.

Didnt terry gilliam have something to do with discworld? I have it on one of my old cd based systems but I dont think I ever got around to playing it.

No idea. I think he planned adapting one of Terry Pratchett's novels to the screen but as far as I know it wasn't one of the Discworld series and nothing ever came of it. But another former Monty Python member, Eric Idle, did the voice-overs for the main character Rincewind in the first two Discworld adventures. They definitely belong on GOG, too, but they're Psygnosis games and therefor not owned by Atari (I wonder if Square Enix might hold the rights to them now?).

As the name suggests, Discworld Noir is a bit darker and more serious in tone but still using the same comical fantasy setting, paying homage to the film noir genre. It' may not be the greatest adventure of all times as far as the gameplay is concerned but I loved the story and atmosphere.

What I would love is "The Devil Inside" (surprised that no one mentioned it yet). A Survival-Horror with an humoristic touch. It's like a TV show not unlike MegaRace (The Host is even voiced by Christian "Lance Boyle" Erikson) with very good gameplay and a decent story (kind of a parody of horror clichés). It's also written by Hubert Chardot (writer of the Alone in the Dark series. His nickname is Hubertus the Bald (you probably came across in the first Alone in the Dark)).
