The 100th guy at the end of the line needs to be instructed to say blue if there is an odd number of blue hats in front of him, and red if there is an even number of blue hats.

All the individuals in front of him will be able to deduce their own hat by counting the number of blue hats in front of himself.

Rodzaju: Everyone rests a hand on the shoulder in front of them.
If it's a blue hat, rest on the right shoulder.
If it's a red had, rest on the left shoulder.

Whoa, didn't think of that. That's not the actual answer, I should have added that they are not allowed to move.

Skate: It'd be rather dark in there
I always imagined hell as rather 'hot and burning' place, so I'd argue that light is the least concern, not to mention that the riddle mentions them being able to see hat colours ;)

If you had eyes on the top of your head, you'd be seeing the inside of the hat. I always imagined the inside of a hat currently on your head as being a pretty dark place.

Skate: If they all had the power to grow eyes on the top of their heads, they could just look up and see what color the hat is. They'd also have to have night vision I suppose. It'd be rather dark in there.

Super natural enough I think :)

NameGoo: Here's a treasure hunt type thing. There are 8 gifts hidden in the riddle below, be the first to claim them!
Taking for granted that there is an equal number of blue and red hats, the person at the very back will be able to deduce his hat color by simply counting the red & blue hats in front. Everyone else will then know what color her/his hat is, and will then be able to deduce their own hat color, by simply counting the remaining hats of each color in front of them.
So if the person furthest to the back knows that there are 50 red and 50 blue hats, and sees only 49 blue hats, that person knows that his/her hat is blue. By saying "blue" out loud, the next person in line will know that the person behind has a blue hat, and can add that to the number of blue hats in front. And this is how it will procede for everyone in line.
