Personally, I consider people who say that "New Vegas" isn't a Fallout game buthurt gaming hipsters. The core game mechanics are the same in each instalment, NV just had a shift of perspective (literally). And everybody who knows and loves the first Fallouts will have no problem seeing how well New Vegas fits into those.
Unlike Fallout 3 and Fallout Tactis. Which share some similarities but derive too much from the core concept to work.
If you are really nitpicky, you could say that only Fallout 2 and New Vegas form a series and Fallout 1 stands alone. Fallout 1 and Fallout 2 were quite different games, if you take a closer look.

For the record I think FO3 is a fine game, different strengths from New Vegas but equally fun. I just think if either is a sequel to FO1 and FO2, it is New Vegas by a huge margin.

Which is why I kept listening to Enclave Radio's propaganda broadcasts and patriotic music. Malcolm McDowell is the best VA in the game, anyway, as far as I'm concerned.

I also liked F3 as a good game, I got the full gamescore on it. But it pales completely behind the other Fallouts.
edit: I STILL like F3 more than second iteration, believe it or not I really didn't like the second game all that much :-P

Actually, you could say that F3 is the successor to F1. As both games have more similar themes and feel to them. Both were about taking the first steps in a nuclear wasteland and both were more focused on actual exploration and survival.
But F3 had some pretty bad level design mishaps. The idea to completely "break up" Washington into small pockets which would be connected by similar tubes was amongst the worst, imo. But the graphics are still marvellous. I had great fun playing it. Yet, not as much as with the others ;-).

And, yeah, I think one of my big problems with FO3 is having to go into the subways to navigate DC, and the huge piles of rubble blocking everything off. Such a terrible choice, I think.
I gotta say, I don't get the people saying that FO3 feels more Open-World, it feels a lot more linear to me. I'm enjoying it, I guess, it just feels so much weaker than New Vegas. Kinda why I wish they'd just hire on Obsidian to make every Fallout game from now on, but I guess they're doing 4 in-house.

I am still on my first play through of Fallout New Vegas. This is actually the first game from Fallout franchise I have ever played. I am having a great time! There is a story, but the fact it is so non-linear means I usually discover things and places in the wrong order. Also I tend to wander off and get lost a lot. A LOT. This has caused me to fight more/stronger creatures than the story missions intend. Therefore when I finally do find the story missions I feel over powered. I honestly had about 16+ hours put into the game before I learned that there was a fast travel system. Lol
*Spoiler alert* For example, when I got to the casino that had Benny inside. (Benny is the person who shot you in the head before the game began) The guards at the door said to hand over my weapons. I decided to test my luck/skill and just kill them. I literally killed everyone in that casino. First try. Looking at the loot, I think I was supposed to be stealthy and steal his room key, then kill him in the night. *Spoiler Done*

You should definitely check out the other Fallout games afterwards, as they all have that non-linear story approach. Though FO3 does the whole Bethesda level-scaling thing so you won't usually fight guys significantly stronger than you.
