Meh, that first video was no more tasteless than anything they have had on shows in the US like Scare Tactics and the second one was really no worse than what we have seen in other reality show competitions (Fear Factor for example). The thing you need to remember is that in each of these cases, those participating had to agree to be a part of it. Even if they were initially unaware of what was going on (really unlikely in Japanese television as xa_chan explained), they did still agree to allow the TV show to use the footage after they were made aware of the "joke". If the participants had no problem with what happened, is it still as tasteless? It might be, but no more than a fart joke would be, in my opinion.
These shows are never as spontaneous or random as they seem, and if they really look genuine it's because the director, editing team and talent all did their jobs properly. This doesn't just go for Japanese TV, by the way... it's just as valid for American and European reality shows as well. These things are scripted to varying degrees.
I'll stick to watching South Park...at least the characters have some comedic situations.
I don't find the video funny nor tasteless either.

The humor of a particular situation has nothing to do with the ethical context. Something can be both funny and tasteless, or even vulgar and funny.
I have seen funny pornos, and I am sure there are plenty of other things you would find funny that would also disgust you. Humor is a unique construct, and attempts to pigeonhole it typically fail.
